02. The Challenge
Turning Complexity into Clarity
Delivering the new Public Safety Complex required Walton County to address far more than its immediate need for additional detention capacity. The County needed a facility that would improve security, expand medical and operational capabilities, support the Sheriff’s Office, and accommodate future growth without requiring another major replacement project.
The scale and complexity of the investment also demanded careful management. Detention facilities contain highly specialized security, technology, medical, food-service, and operational systems that must work together from the first day of occupancy. At the same time, construction-cost escalation, supply-chain uncertainty, long-lead equipment, and community interest created additional pressure on the project’s budget and schedule.
The County needed a clear delivery strategy, disciplined decision-making, and consistent coordination among County leadership, the Sheriff’s Office, the design team, the contractor, specialty consultants, and future facility operators.
03. The CPS Story
Proactive Leadership from Planning to Occupancy
CPS served as Walton County’s advocate throughout planning, design, procurement, construction, and facility activation. The team helped translate the County’s long-term public-safety goals into an actionable program, budget, schedule, and project-delivery strategy.
As the project advanced, CPS coordinated the many agencies, consultants, contractors, and operational stakeholders involved in the complex. The team maintained visibility into cost, schedule, risk, and critical decisions; helped resolve issues before they affected the larger project; and kept the County’s priorities at the center of the process.
Recognizing the effects of construction escalation and supply-chain volatility, CPS also worked with the County and project team to advance approximately $45 million in early material and equipment purchases. This proactive strategy helped secure critical components, reduce exposure to future price increases, and protect the construction schedule.
CPS’ role continued beyond the physical construction. The team helped coordinate commissioning, technology, furnishings, equipment, operational readiness, turnover, and phased occupancy so the completed buildings could function as an integrated public-safety campus from the outset.
04. The Outcome
A Lasting Investment in Public Safety
The completed Public Safety Complex provides the County with modern, purpose-built infrastructure designed to serve both current operations and long-term growth. The campus brings detention, Sheriff’s administration, medical services, the coroner’s office, and related support functions together in a coordinated and secure environment.
A dedicated connection between the complex and the courthouse allows inmates to be transported without traveling on public roads, improving safety and operational efficiency. Expanded medical facilities provide a significantly greater level of care than was possible in the former jail, while the campus plan allows detention capacity to expand over time without replacing the core facility.
Through early procurement, active cost management, and sustained coordination, the County was able to deliver its largest capital investment under budget and ahead of schedule. More importantly, Walton County now has a public-safety complex positioned to support its residents, law enforcement personnel, and justice system for generations.
