Denise brings executive-level experience leading the planning and delivery of complex public infrastructure, with particular expertise in major justice and correctional programs. Prior to her work with CPS, she served as Senior Vice President of Project Delivery at Infrastructure Ontario, where she led multidisciplinary teams responsible for large, technically complex capital projects delivered through traditional and alternative financing and procurement models.

Her experience encompasses courthouses, correctional facilities, law-enforcement facilities, and other critical public assets, including programs involving operationally sensitive environments, multiple stakeholders, and demanding security requirements. Denise is known for establishing strong program governance, managing risk, and aligning project teams around the Owner’s operational and long-term objectives. In her work with CPS, she brings an international perspective and specialized justice-sector expertise to help clients navigate the planning, procurement, design, and delivery of major capital programs.
