01. The Overview

Creating a Civic Home for a Young City

Since its incorporation in 2012, Brookhaven had operated without a permanent civic home. The City Centre represented an opportunity to create more than an administrative building—it could express the city’s identity, welcome the public, and provide a central place for community life.

Built on a former MARTA parking lot at one of Brookhaven’s most visible intersections, the City Centre is a highly accessible, transit-connected destination where residents can conduct business, participate in government, gather for events, and celebrate as a community.

02. The Challenge

Building More Than a City Hall

Since incorporating in 2012, the City of Brookhaven had operated without a purpose-built city hall. The City envisioned more than a traditional government building: it wanted a welcoming civic destination where residents could conduct business, attend public meetings, gather for events, and connect with their community.

Delivering that vision required balancing an ambitious public program with the practical realities of budget, schedule, and constructability. The highly visible, transit-connected site presented tight urban logistics, while the building’s mass-timber structure introduced specialized procurement and construction considerations. The project also required coordination among elected officials, City staff, MARTA, the design and construction teams, and the Brookhaven community, each with an important voice in shaping the City’s new civic home.

03. The CPS Story

Turning Civic Vision Into a Place for Everyone

Working alongside City leadership, CPS helped translate Brookhaven’s civic aspirations into a clear and executable project plan, coordinating programming, community engagement, design development, consultant and contractor procurement, budgeting, scheduling, and construction.

Throughout the project, CPS provided the structure needed to keep a complex and highly public process moving forward. The team facilitated coordination among stakeholders, tracked critical decisions and emerging risks, evaluated cost and schedule implications, and provided clear reporting to support informed decisions. As construction progressed, CPS also coordinated the many elements required to make the building operational—including furnishings, technology, move-in planning, turnover, and readiness for public use.

By maintaining focus on the City’s priorities at every stage, CPS helped ensure that individual project decisions continued to support the larger vision: a City Centre that would function efficiently for employees while remaining open, welcoming, and meaningful to the community.

04. The Outcome

A Civic Landmark Built for Community

Brookhaven City Centre gives the City its first permanent civic home and establishes a new gathering place at one of Brookhaven’s most prominent intersections. The five-story, 58,250-square-foot facility brings City offices, Council chambers, public meeting areas, event space, terraces, and outdoor gathering areas together in a single transit-accessible destination.

Approximately 60 percent of the building is dedicated to public use, reinforcing the City’s goal of creating a place for community life as well as municipal operations. Its exposed mass-timber structure, the first of its kind for a municipal building in Georgia, along with its sustainability and wellness goals, reflects Brookhaven’s forward-looking identity.

The completed City Centre transforms a former surface parking lot adjacent to MARTA into a recognizable civic landmark: a place where residents can engage with local government, celebrate as a community, and see Brookhaven’s identity expressed in the built environment.
