Joseph brings 14 years of leadership experience in systems engineering, program management, and strategic operations across military and private-sector environments. He holds a bachelor’s degree in systems engineering from the United States Naval Academy and a master’s degree in systems engineering from the University of Virginia.

Before joining CPS, Joseph served as a Naval Flight Officer and Mission Commander and later worked as a Senior Associate with PwC, supporting initiatives in the aerospace, defense, and medical sectors. His systems-oriented perspective helps him understand how technical requirements, stakeholder decisions, risks, and project dependencies affect overall performance. At CPS, Joseph applies disciplined planning and clear communication to help teams navigate complex challenges, maintain accountability, and keep project execution aligned with the Owner’s objectives.
