As President, Todd provides the business and organizational stewardship that keeps CPS strong and positioned to serve its clients. He oversees the firm’s financial management, insurance, risk management, and broader business functions while helping guide companywide strategy. With more than two decades at CPS, Todd combines the disciplined leadership developed at the United States Naval Academy with the business perspective of an MBA from Georgia State University. His ability to move between firmwide decision-making, financial stewardship, and the technical details of major capital programs makes him essential to both the organization and its clients.

Todd has also played a central role in building CPS’s aviation practice, a foundational part of the firm’s growth and history. He has overseen more than $1 billion in construction programs and brings an exceptional understanding of complex infrastructure systems and how facilities must function as an integrated whole. His extensive experience delivering mission-critical work in active airport environments has taught him to anticipate risk, understand system dependencies, and plan work where there is virtually no margin for disruption. Whether supporting CPS behind the scenes or advising a client, Todd brings the judgment needed to keep organizations and critical facilities performing.
