Eric founded Comprehensive Program Services more than 20 years ago on one simple philosophy – protect the interest of the owner. Eric is responsible for integrating the firm’s technical expertise in program and construction management, and operations with strategic thinking needed by infrastructure owners, developers and operators to solve critical business and operational issues. Eric’s level of commitment has resulted in long term relationships with his clients. When asked what he thinks is the most valuable lesson learned in his career, he says “You have to build a strong team, and become personally involved. At CPS clients become friends.”
Todd Butler
Todd ButlerVice President
With a career spanning over two decades, Todd Butler has been involved in numerous signature projects for the World’s Busiest Airport, Hartsfield-Jackson Atlanta International Airport. Todd is a results-oriented individual who has extensive experience as a strategic advisor, overseeing the scheduling and successful completion of more than $500 million worth of construction. One of his main roles is to modernize systems within aviation and other public projects, with no impact to the end user or the owner. Simply, Todd has a deep understanding of the operations of his projects, and can streamline the design and construction to impact cost and schedule.

Value creation has become increasingly important to CPS clients, who face escalating costs and time pressures. Amy Tisenchek is an expert in supervising construction projects from beginning to end. Ensuring projects are completed within time and budgetary constraints. From managing two of the largest building projects in the State of Georgia, Amy has a deep understanding of the construction business (past GC project manager), and the ability to work under deadlines in a fast-paces environment. Her plainspoken honesty and commitment to working through inevitable challenges makes her an invaluable asset for CPS clients.
Scott Dowdy

With an extensive background of work as a general contractor and construction manager; Scott is a project management professional with the tools and resources to meet client’s needs. He has participated in many significant aviation projects at Hartsfield Jackson, which includes infrastructure, operations, maintenance, cosmetic upgrades and concessions project. Along with the rest of the CPS team, Scott ensures all projects landside and airside of the world’s busiest airport are planned, designed and managed to meet the clients’ needs. He has firsthand understanding of technical regulations and restrictions to help smooth the way for project delivery. As a result, Scott helps clients reduce technical risks, prevent construction errors, control budgets and effectively keep your construction project within the planned schedule.
David Cotton, PMP
David Cotton, PMPSenior Program Manager
With more than 28 years of experience of aviation facility management, David has provided his technical know-how to numerous airport construction projects at two of the world’s busiest airports, Chicago O’Hare and Atlanta’s Hartsfield Jackson airports. With CPS, David provides Hartsfield Jackson with technical design and construction oversight especially in electrical expansion projects. David and the CPS team work on-site at Hartsfield Jackson to oversee maintenance, design and expansion of technology upgrades of the airport’s communication and electronics systems. David is a certified fiber optics designer, various computer and networking certifications, as well as a PMP certified professional. Known for getting the job done and done right, David brings his wealth of knowledge to help airport officials meet their program objectives by protecting their interests as his own. David’s proactive approach in the process helps deliver projects that meet the airport’s requirements and aspirations with elegant, innovative and cost effective solutions.
Shawn Craig
Shawn CraigSenior Program Manager
Shawn has spent his whole career in the Construction and Engineering industry with a focus on Aviation related projects. Beginning in the field as a resident inspector and progressing to a project manager. Shawn has a strong understanding of the aviation industry from several viewpoints, and delivers the highest standards of quality and safety for CPS aviation clients. He is strategic and practical, and helps clients’ save money through scope management while being innovative and understanding of the concerns that impact the delivery of a crucial infrastructure project. Shawn has worked in some of the busiest commercial airports in the country and has successfully delivered hundreds of aviation projects on time and under budget for clients.

Through effective project management, Shawn has spent his whole career controlling and delivering construction projects at or under cost and on program. Shawn’s experience covers aircraft fueling systems, airside/landside infrastructure, baggage handling, major terminal refurbishment and extensions, and aircraft maintenance hangar facilities for several airline and military aviation facilities around the country and abroad. Other major projects include new manufacturing facilities and light commercial facilities not related to aviation.

Josh Goff

From concept through completion, Josh provides necessary technical services needed to help CPS clients meet their program objectives. With a degree in management from Georgia Tech, Josh utilizes his business and finance experience to regulate scope of work, budget and schedule in a manner that is risk adverse and safe for the Owner. For more than 5 years, Josh has utilized his business expertise to help Atlanta’s Hartsfield Jackson airport achieve enhanced revenues through the development of leading-edge retail services for its customers. His experience in the development and management of the construction of concession and retail operations at Hartsfield Jackson has provided the airport team detailed retail strategies and analysis to help uncomplicate the dynamic airport concession business. At the end of the day, Josh offers program management services that can make any given airport project less difficult and completed in a timely application for the Hartsfield Jackson team.
Hal Corley

Hal Corley has nearly 15 years experience helping owners with their capital building programs. Hal has spent the majority of his career working on projects for Hartsfield-Atlanta International Airport where his primary responsibilities were to conduct reviews and assist the project team with coordination and oversight of aviation associated construction projects.

Hal is a dependable and hard-working team member who always ensures that the best interest of the owners are being delivered in the field. He is our night owl who often serves as the night shift coordinator on projects. Ultimately, Hal is an experienced problem solver who knows how to provide results and keep projects moving.
