In 1994, the Cobb County Adult Detention Center Campus located in Marietta, GA started its multi-phase renovation of the numerous facilities. The $110 million, 400,000-SF endeavor of building a new jail annex was a challenging and complex project. Being accountable to the citizens and tax payers of Cobb County, Sheriff Neil Warren knew he needed to find a component and well-respected program manager to drive this important project. The Sheriff and County turned to CPS to manage multiple projects for them. “We needed a group who had the best interest of the county, taxpayer’s money and the sheriff’s office at heart,” said Sheriff Neil Warren. “CPS has integrity, honesty and presents the facts regarding our multimillion dollar project without imparting their own perception.”

Now more than 15 years later, Cobb County and the Sheriff rely on CPS’s guidance and program management services.

Douglasville Public Safety

As one of the Atlanta Regional Commission’s Green Communities, Douglasville officials were very thoughtful in the planning and construction of their new LEED Silver Certified Public Safety and Municipal Court Complex. CPS assisted the City and its construction partners in the overall design and construction of the 89,000 SF buildings. The main building included 77,000 SF of new space for the Douglasville Police Department. The building has new office and meeting space, fitness room, locker rooms, interview rooms, evidence processing labs, holding cells and security system. The building also houses Douglasville’s municipal court, which includes a courtroom with seating for 330 people. The 12,000 SF secondary building houses a community center and a 12 station shooting range. Initial project budget only allowed for construction of the 77,000 SF Police Department facility, however, CPS worked closely with the City and other project members to recognize areas of savings in order to fund both projects. CPS worked extremely close with the City of Douglasville and the Douglasville Police Department to insure not only the project would help qualify them for a Green Communities designation but also meet the growing needs of the police department and the Douglasville residents they serve.

For close to 15 years, CPS has served as Douglas County’s program manager, completing numerous projects. CPS started working with Douglas County on a small jail annex project, and from that experience the county knew they needed CPS involved when it came time to build their new adult detention and law enforcement center. CPS completed a needs assessment and master planning study for the County to make sure all necessary items were taken into consideration for the new center. CPS provided hands-on program management services from contract negotiations with every project vendor, to on-site supervision of the construction. Due to CPS’s involvement and expertise in government/justice facilities, the Sheriff’s office was able to move into their new, much larger facility, without having to take on additional staff to manage and operate it which saves the County and taxpayers money.  “As a commissioner, I have never built a jail, but with CPS involved we got the product we were looking for,” said Douglas County Commissioner Chairman Tom Worthan.  “We had very few change orders which saved the County thousands of dollars, and that was due to CPS being involved in the project.” In the end, the project also achieved LEED Certification through the USGBC.

One of our goals at CPS when working on any public sector project is to help build a community that will thrive into the future. CPS helped the City of Newnan set a foundation for their new public safety complex and to plan for the City’s future growth. The 41,000 SF new Public Safety Facility has space for both police and municipal courts. The facility is a focal point for the Newnan community and CPS knew the City wanted to create, improve and run a better building than what they had in the past. Working with all of the key constituents in the City of Newnan, CPS took an integrated and comprehensive approach to provide the citizens the best value for their money.  CPS was also able to help the City master plan the 10 acre site with a new road to connect to the historic downtown area and serve as a new gateway to the City.
